The U.S. citizen marries the foreign fiancee in the USA or in another
country, the foreign fiancee goes back to their country, the U.S.
citizen applies to the Service Center for an I-130 spousal visa
petition. K3 Visas.
When the US citizen receives the notice of receipt from the service
center for the I-130 petition, the US citizen files
an I-129F petition to the Chicago center address for
a K3 visa.
Chicago sends this to the Missouri Center, and after Missouri approves
the petition, it is forwarded to the foreign US consulate.
The rest of the K3 spousal petition is similar to a K1 fiancee
visa process. The K3 spouse files for adjustment of status after
entering the U.S., however has 2 years in which to do so. (The visa
is a 2-year multiple re-entry visa).

K3 Spousal Visa for non-US citizens
Your Fiancee is not a citizen of the United States
If your fiancee is not a citizen of the USA and you
plan to get married in the United States, then you must file a
petition with USCIS on behalf of your fiancee. After the petition
is approved, your fiance must obtain
a visa issued at a U.S. Embassy or consulate abroad.
The marriage
must take place within 90 days of your fiancee entering the USA.
If the marriage does not take place within 90 days or your fiancee
marries someone other than you (the U.S. citizen filing USCIS
Form I-129F - Petition for Alien Fiancee), your fiancee will
be required to leave the United States.
Until the marriage takes place, your fiancee is considered a nonimmigrant.
A nonimmigrant is a foreign national seeking to temporarily enter
the United States for a specific purpose. A fiancee may not obtain
an extension of the 90-day original nonimmigrant admission.
